Renters are more vulnerable to climate risk

Regardless of the building type, rental tenants are more likely to experience climate related shocks and stresses. Yet, most recovery programs are designed to support the adaptation of buildings that are owner occupied.

The design of tenant relocation programs, whether they be for “temporary” or “permanent” changes in residence, are shaped by a quagmire of local, state, and federal regulations, as well as political norms that privilege the rights and needs of owners and renters differently. From the vantage of an affordable housing professional and the former operator of a property acquisition and buyout program, I can provide insight on the social and policy implications of climate adaptation and managed retreat programs on renters.
